Inspired Perspectives | Changing Tax Legislation in the Biden Budget
While new credits, changes in international taxation, and possible tax increases have long been rumored to be part of the Biden administration’s legislative goals, specific details have been lacking.
In late May, the president’s budget is scheduled to be released. At that time the “Treasury Green Book,” a detailed description of the tax proposals included in the budget, is also expected.
Issues including proposed effective dates, cut-off and phase-in amounts for rate increases and the application of the proposals in more complicated situations are expected to be addressed.
Eide Bailly’s tax legislation team, along with National Tax office specialists, will examine this new information, explore the potential impact it could have on individuals and businesses, and discuss how it may influence future legislation.

Adam has extensive knowledge in the area of partnership tax, including interpreting partnership agreements, allocation and distribution provisions, and issuing profits interests. He is also experienced with both the buying and selling sides of domestic and foreign joint ventures, as well as a variety of IRS controversy matters, including IRS exams and appeals hearings. Shannon leads the firm’s International Tax team with more than 20 years of public accounting experience and a diverse background in both the consultative and compliance service areas of international tax. Jay Heflin, Senior Manager | Eide Bailly
Jay brings more than two decades of legislative experience to his job as Assistant Director of Tax Legislative Affairs in Eide Bailly’s Washington D.C. office. In his current position, Jay provides political intelligence and tax legislative guidance to the firm on the progress of tax legislation on Capitol Hill. Prior to joining the firm, he was a director at the tax lobbying shop Federal Policy Group, LLC, where he tracked tax legislation in Congress and participated in lobbying efforts to amend tax legislation. Before joining the Federal Policy Group, he was a Congressional reporter for several news organizations where his beat was tax policy. Prior to becoming a reporter, Jay worked as an accountant where he worked in tax. He graduated from Butler University with a B.S. in Accounting.
