Downtown Sioux Falls is more than just the heart of our city; it is a reflection of who we are and where Sioux Falls is headed. As we look to the future, it’s essential to understand why investing in downtown is not just beneficial but vital for the prosperity of all who call Sioux Falls home. Let’s explore why downtown matters and what future opportunities there may be.

Joe Cortright from Impressa Consulting points out that healthy downtowns are essential for the overall wellbeing of a city. Residents of cities with vibrant downtowns have greater economic opportunities as a result of their social connectedness. They tend to have a higher overall level of educational attainment, which translates to a higher median household income. They also have more transportation options, which leads to cost savings and more discretionary income per household.

What defines a healthy and vibrant downtown?

Every couple years, the International Downtown Association (IDA) issues a report entitled, The Value of U.S. Downtowns and Center Cities. This report identifies five key principles—economy, inclusion, vibrancy, identity, and resilience—and analyzes more than 100 key data points within the principles to quantify the value of a given U.S. downtown. 

Here’s how the IDA benchmarks each of those key principles and how Downtown Sioux Falls compares.

Economy: Thanks to the density of economic activity, downtown investment provides a higher level of return per dollar invested than other parts of the city.

Downtowns are economic centers of tax revenue generation, employment, and commercial real estate. They out perform the rest of their cities when comparing property tax revenue, hotel tax revenue, and sales tax revenue. Downtowns on average contain 12% of assessed land value, 24% of total employment, and the lion’s share of a city’s office space.

How does Downtown Sioux Falls stack up?

  • 2.5% of assessed property tax revenue (2022)
  • $4,311.50 property tax revenue per acre vs. $1,792.65 for Sioux Falls
  • 8.3% of total employment (13,300 of 160,000)

Inclusion: Downtowns provide access to opportunities and essential services for diverse users, positioning them as highly inclusive urban nodes. On average, downtowns have residents who are 46% non-white, 29% middle income, 53% hold a bachelor’s degree or higher, and 46% are between 18-34 years of age.

  • 41.2% of residents between 18-34 years of age

Vibrancy: Due to their higher density and expansive user base, downtowns support a vibrant variety of retail, infrastructure, and institutional uses which offer mutually reinforcing benefits to the region.

Downtowns have typically outpaced their cities in residential growth since 2010, growing an average of 1.77% against the citywide average of 0.54%. Downtowns are also regional shopping, nightlife, and entertainment centers. The average study downtown contains 14% of all citywide retail, food and beverage businesses, 35% of all hotel rooms, and generates nearly 10 times the citywide average for sales tax per square mile.

Identity: Downtowns have intrinsic cultural significance, defining the region’s brand by offering historical assets, culture, recreation, entertainment, and participation in civic activities. A blend of old and new, downtowns provide a high quality of life that attracts employers, investment, visitors, and residents. Downtowns are rich with civic and community places, museums, public art and historic structures.

Downtown Sioux Falls embodies this with its historic architecture, welcoming public spaces, and vibrant arts scene, including Levitt concerts and SculptureWalk.

Resilience: The mixed-use nature of a downtown allows for residential uses alongside commercial, connected by a variety of mobility options. Downtowns consistently and significantly rank higher than their city in Walk Score (86 downtown, 49 city), Bike Score (76 downtown, 53 city), and Transit Score (60 downtown vs 34 city). The average downtown contains 5 parks per square mile, providing a multitude of health, environmental, well-being and sustainability benefits.

The diversity and density of resources and services in downtowns make them inherently better able to rebound from economic, social, and environmental shocks and stresses than other parts of the city and region. If one sector of the market is in decline, downtown can continue growing in other market areas.

Opportunities For Downtown

Investment 

Continued public investment in downtown will generate outsized returns to the greater community. Because of downtown’s economic productivity, every dollar invested has the potential to produce much greater returns than investment in less productive areas. To maintain downtown’s economic impact, we will need to continue investing in these areas where the tax revenues support the entire city. With shrinking federal funding, Sioux Falls will be increasingly reliant on our local economic engines, which are typically downtown. 

Continued investment in downtown’s infrastructure, parks, and the visitor industry will help spur on private sector investment, which leads to more, better paying jobs and an improved housing market. Take the Downtown River Greenway, for example. A $10M investment some 15 years ago has since generated hundreds of millions of dollars in private investment, which in turn helps sustain our parks, libraries, and schools for generations through the additional property tax revenue it generates. Further investment in downtown is not only needed, like at Falls Park and in the street network, it makes for an outstanding return on investment.

Quality of Life & Talent Recruitment

As the downtown job market shifts even more heavily toward knowledge workers and technology professionals, Downtown Sioux Falls Inc. (DTSF) plays a crucial role in attracting and retaining talent by ensuring downtown has the amenities and qualities of place that businesses increasingly seek out. The jobs-follow-employees model hinges on quality of place and more specifically the quality of walkable urban places where talented knowledge workers are choosing to live.

Vibrant downtowns are centers for innovation, where businesses of all sizes—from tech startups to family-owned shops—find opportunities to grow. Equity 

Downtown Sioux Falls is a place of inclusivity, where people from diverse backgrounds come together to work, live, and play. But is downtown as welcoming as it should be?

Urban place management organizations (UPMO), like DTSF, are increasingly prioritizing equitable development and growth that does not displace residents nor exclude workforce opportunities. While UPMOs don’t typically set out to address these issues, they have increasingly collaborated across sectors to improve offerings for all socioeconomic levels. UPMOs are embracing collaborative approaches, engaging community cooperation, public and private leadership, and thoughtful planning that encourages strategic, place-based development designed to build community wealth, inclusion and accessibility. 

If we are to strive to make downtown more inclusive for diverse residents and employers, consideration needs to be given to how to make it easier for all kinds of people to live and work downtown, what workforce and housing strategies to implement, and how to encourage more transportation access. DTSF can bring clarity to these issues, turning challenges into opportunities by working with the public and private sectors at all levels to encourage investment in and support for downtown. By prioritizing equitable development, we can ensure that downtown’s growth benefits everyone in our community.

Batcheller Announces Resignation from DTSF

October 3, 2024 – After nearly ten years at the helm, DTSF President Joe Batcheller has announced his
resignation effective December 20, 2024. Batcheller has decided to pursue professional opportunities
outside the DTSF organization.

During his time at DTSF, Batcheller launched the extremely successful Ambassador Program.
Ambassadors partner with Sioux Falls police to keep the city’s core safe, promote local businesses, and
beautify and clean DTSF streets and sidewalks. Also during his tenure, Batcheller led efforts to support
commerce during Covid, including a relief grant program that supported 70 businesses in April of
2020.

“We’re grateful for Joe’s passion for growing DTSF’s culture, community and commerce. With an
economic impact of more than $5 million annually, DTSF is vital to the city and the region, and Joe
understands the organization’s value and importance,” said DTSF Chair Vaney Hariri.

“I have the utmost gratitude for my time at DTSF and the incredible people I was privileged to work
alongside for the betterment of Downtown Sioux Falls. I am proud to have had the opportunity to lead
positive changes for the heart of Sioux Falls and will continue to support and advocate for it. While it
was a hard decision, as my passion for downtown runs deep, I’ve decided it is time for a change and to
pursue other professional endeavors,” said Batcheller.

The DTSF Board of Directors is currently working through a transition plan as it readies to hire the
organization’s next president. Vice President Brandon Hanson will act as president in the interim.

DTSF is Opening Streets for Art & Wine Walk – Here’s Why It Matters

On October 4th, Downtown Sioux Falls (DTSF) is hosting one of its favorite events, the Art & Wine Walk.

Thanks to AARP South Dakota (learn more), we’ll be opening a key street for pedestrians, giving them a safe space to explore and enjoy the best Sioux Falls attractions.

Their support allows us to activate Phillips Avenue between 9th and 10th Streets with a vibrant arts scene while maintaining the integrity of downtown Sioux Falls’ retail and dining experience.

“AARP South Dakota is excited to support this open streets project in collaboration with Downtown Sioux Falls,” said Erik Gaikowski, AARP South Dakota State Director. “We know that livable communities include public spaces that are vibrant and accessible for all ages and abilities.”

But this street closure is more than just a fun event—it’s part of a bigger vision to make downtown Sioux Falls more walkable, connected, and exciting.

Why Street Closures Work for Downtown

Research from the Project for Public Spaces shows that closing streets helps cities thrive. It increases foot traffic, boosts sales for local businesses, and creates vibrant spaces where people want to live, work, and play. In other downtowns, street closures have turned the downtown area into a hub for arts, culture, and community.

The Art & Wine Walk in downtown Sioux Falls is about more than just enjoying local art and wine. It’s a chance to see firsthand how walkability transforms our downtown into a more engaging and fun place to explore. During the Art & Wine Walk on October 4th, Phillips Avenue will be closed to traffic between 9th and 10th streets. DTSF is excited to bring out over a dozen live artists showcasing various mediums. Our goal is to fill the streets with vibrant arts programming, all while enhancing—rather than detracting from—the amazing retail and food scene that downtown Sioux Falls is known for.

Visitors will have the chance to experience local art, explore their favorite downtown Sioux Falls boutiques, and dine at some of the best restaurants in Sioux Falls.

Big Ideas and Bold Plans from the International Downtown Association Conference

The DTSF team has just returned from an exhilarating trip to Seattle for the International Downtown Association (IDA) Conference, and we’re feeling refreshed, revitalized, and ready to serve our downtown Sioux Falls community in bigger, bolder ways!

 

This year’s IDA conference brought together downtown leaders from across North America to share insights, best practices, and, of course, the inspiration to dream big for the future of our cities. You can learn more about the IDA here.

During our time in Seattle, we immersed ourselves in sessions covering everything from marketing and messaging to social media strategy, leadership, budgeting, innovation, and even city-building initiatives. We saw firsthand how downtowns serve as the economic engine for their cities, and we’re more excited than ever to leverage these lessons for downtown Sioux Falls. And yes, Seattle, with its street trees, public spaces, and a vibrant arts and culture scene, was the perfect backdrop for this conference!

Why Big Audacious Projects Matter

One of the most significant takeaways from the conference was the theme of “if not us, then who?” It’s a question we’ve been asking ourselves a lot lately at DTSF. Who will champion downtown Sioux Falls events like the Pork Showdown or Burger Battle? Who will push for improved walkability and livability initiatives? Who will help local businesses thrive, attract more tourists, and create spaces for residents to live, work, and play?

If not us, then who?

From what we’ve seen in Seattle, and from the other downtown organizations at the conference, it’s clear that bold projects make a difference.

They have the power to transform cities for decades to come. Whether it’s creating pet-friendly hotels, launching programs to support small downtown boutiques, or revamping downtown parking, we’re ready to tackle these initiatives head-on. Our city deserves bold projects with long-term impact, and we’re excited to bring these ideas back home.

At the IDA conference, one story that resonated with our team was from the Columbus Downtown Association. Over two decades, Columbus transformed its downtown by purchasing two dams, demolishing them, and revitalizing the river that now flows through the heart of the city. This project wasn’t just about removing infrastructure—it was about reimagining downtown, reconnecting communities, and sparking environmental, social, and economic growth.

Columbus’ bold moves offer a glimpse into what we could accomplish in Sioux Falls. By thinking big and taking on long-term, impactful projects, Downtown Sioux Falls can continue to evolve as the vibrant, lively center of our city. Their journey reflects our own ambitions, and we’re excited to bring similar transformative ideas back to Sioux Falls.

You can find a new place to live

There’s never been a better time to make downtown your next home.

Become a downtown parking pro by following this guide

Here’s the first thing to know about parking downtown: There nearly always are going to be spots available if you know where to look.

“The biggest thing we hear is there’s not enough parking, and we know there’s adequate parking to meet demand,” said Matt Nelson, the city’s public parking facilities manager.

“It might not be directly in front of the business you’re visiting, but chances are there’s a spot waiting for you within a very short walk no matter what time of day you visit.”

Follow this go-to guide to find your parking space of choice:

Quit circling

We likely all have fallen into this habit: Looking for an on-street parking spot as close as possible to our downtown destination.

“I’ve been guilty of it too, but often it’s actually easier to quit driving up and down popular downtown streets and go straight to a ramp,” said Joe Batcheller, president of Downtown Sioux Falls Inc.

“You have so much access with our ramps within such a short walk of your destination, and on nights and weekends, I’ve rarely ever seen a full parking ramp – maybe just for the largest parades of the year.”

From Phillips Avenue

Downtown’s busiest stretch, from Ninth to 12th streets along Phillips Avenue, is filled with easily accessible parking.

“If you’re going to the stores and restaurants at 10th and 11th and Phillips, for instance, we absolutely recommend the First Avenue ramp,” Nelson said.

“It’s located directly east of the Shriver building at 110 E. 11th St. You get in, and we have allocated hourly parking in the most convenient spots literally right next to the exit onto the street.”

With more than 600 spots in that ramp, you’re going to find one – especially after hours.

Going closer to Eighth and Phillips? The new Mall Avenue parking ramp at 110 S. Mall Ave. offers more than 500 spots, and again “the easiest spots are right there at ground level and often a three- to five-minute walk to where you’re going,” Nelson said.

For the Washington Pavilion

The Washington Pavilion and areas on the south end of downtown are served by multiple parking ramps – especially after 5 p.m. when many people visit for entertainment.

“The Pavilion ramp is a great options, and Washington Square’s parking ramp is free after 5 p.m., and it’s literally directly across from the Pavilion,” Nelson said.

“Plus, adjacent churches typically offer overflow parking for a small fee.”

For Levitt and Falls Park

If you’re heading to the north side of downtown, life gets easier after hours and will get even better soon with the opening of The Steel District.

“Once the ramp fully opens there, we’ll have 1,000 more spots available on nights and weekends, plus additional public parking,” Nelson said. “For now, we’d suggest the ramp at Eighth and Dakota, and after hours, there’s a lot of surface parking in the area, including at Raven.”

On East Eighth Street

Still really prefer surface parking? You’re in luck on Eighth Street, where all the stores and restaurants typically have access to at least some surface parking.

If you’re there on nights and weekends, don’t forget the ramp at the Hilton Garden Inn and CNA Surety Building, which puts you within an easy walk of 8th & Railroad Center and lots of food and beverage activity.

The expanded Cherapa Place development also is served by a new ramp that connects its office and retail spaces, in addition to new surface parking.

“Throughout downtown, unless there’s a business with a sign that says no parking or customer only or they will tow, they’re pretty much open to the public after 5 p.m. and on weekends,” Nelson said. “There are a handful, so just watch the signage as you’re entering or parking.”

By the numbers

The numbers definitely are in your favor, Nelson added.

“On an average night downtown, about 25 percent of our available parking is used, meaning 75 percent of public and private parking is open and available,” he said.

“On an average weekday, we’re more like 70 percent full, but that still means there’s absolutely parking available in every corner of downtown.”

Once you learn the options, it becomes easy, Batcheller said.

“There are more than 1,000 parking spaces within a half-block of Lewis Drug, for example,” he said. “You just need to learn where to look.”

Walkability Forum: Building a Pedestrian-Friendly Downtown

In our recent blog post, we highlighted the significance of walkability and how it contributes to a vibrant downtown environment. At the beginning of summer, DTSF hosted a forum dedicated to this very topic, bringing together residents, city employees, and urban planning experts. The discussions focused on practical ways to make our streets safer and more pedestrian-friendly.

By enhancing walkability, we aim to create a downtown that is not only easy to navigate but also enjoyable to explore on foot. This forum reinforced our commitment to making Downtown Sioux Falls a place where people of all ages and abilities can move around freely and safely.

Retail Meeting: Strengthening Our Local Retail Community

Our bi-weekly retail meetings continue to be a cornerstone of support for downtown retailers. These meetings provide a space where new and established retailers can gain confidence, share experiences, and collaborate on initiatives to support one another.

A highlight of this month’s meeting was celebrating 605 Running Company being named the Best Running Store in the Country. Retailers also shared encouraging news about an uptick in both local and out-of-town visitors, driven by community support and recent positive media coverage.

To further promote local shopping, DTSF and the downtown retailers organized the Shop n’ Stroll: Crazy Days event on July 19th and 20th. Featuring more than a dozen downtown retailers, this event emphasized the importance of supporting small businesses. Shopping locally not only boosts the local economy but also strengthens our community ties. From wedding registries to holiday shopping to family friendly promotions, every purchase at a downtown retailer contributes to a vibrant and sustainable local economy.

Bar Owners Meeting: Balancing Livability and Nightlife

DTSF’s meeting with downtown bar owners focused on balancing the livability of our downtown area with maintaining a thriving nightlife scene. Safety was a primary topic, and bar owners shared the extensive measures they take to ensure the safety and happiness of both customers and residents.

The Sioux Falls Police Department and downtown residents joined the discussion, emphasizing the importance of collaboration and mutual support in the effort to keep Downtown nightlife a key Sioux Falls attraction.

One of the standout contributions was from the Compass Center, which introduced the “Safe Bars” program. This program offers training and education on bystander intervention, de-escalation, advocacy, and staff support, culminating in a certification that equips bar owners with the tools to enhance safety and security. The meeting underscored the importance of working together to create environments that deter safety issues and support a harmonious coexistence between nightlife and residential life.

DTSF to Launch “Lively & Beautiful Streets” with Support from AARP Grant

Downtown Sioux Falls, Inc. (DTSF) is excited to announce our selection as a recipient of the 2024 AARP South Dakota Community Challenge Grant, which will support our “Lively & Beautiful Streets” (LABS) initiative. This initiative builds on our successful implementation of bump outs in 2019, where strategic installations led to calmer vehicle traffic, increased pedestrian foot traffic, and notable improvements to the streetscape. Thanks to these positive outcomes, the city of Sioux Falls has decided to make key bump out locations permanent, underscoring their effectiveness in enhancing safety and community connectivity.

The painted bump out pilot project in 2024 will have similar goals to that of 2019. DTSF will measure traffic speeds throughout the implementation, and if successful seek to include more permanent features to the downtown cityscape in upcoming city plans. The pilot project is intended to build awareness and ultimately buy-in around pedestrians and vehicles coexisting in a safer way.

The LABS initiative aims to expand on this success by focusing on additional downtown streets, creating environments where slower traffic, safer crossings, and a more hospitable pedestrian realm are the norm. By engaging volunteers to paint curb extensions and enhance walkability, DTSF seeks to make downtown Sioux Falls an even more vibrant and welcoming place for residents and visitors alike.

Erik Gaikowski, state director of AARP South Dakota, emphasizes the broader impact of such initiatives: “AARP South Dakota is committed to collaborating with local leaders to improve residents’ quality of life through tangible changes. We are proud to support this year’s grantees as they make immediate improvements in their communities to jumpstart long-term change, especially for South Dakotans 50 and over.”

Why Traffic Calming is Crucial

Traffic calming measures, such as bumpouts, are crucial for creating safer and more enjoyable downtown environments. These modifications significantly reduce vehicle speeds, making streets safer for pedestrians, cyclists, and drivers alike. By narrowing the roadway at intersections, bumpouts shorten crossing distances for pedestrians, increase visibility, and encourage drivers to slow down.

Moreover, slower traffic contributes to a more peaceful and pleasant urban experience, enhancing the overall quality of life in downtown Sioux Falls. It allows pedestrians to feel more comfortable navigating the streets and fosters community engagement.

Heath Hoftiezer, the Traffic Operations Engineer with the City of Sioux Falls, appeared as a panelist in DTSF’s Walkability forum. When discussing the need for reduced speeds, he mentioned that the average speed on 10th street downtown is 28 mph; 8 above the posted speed limit. Further, he added that we need to use psychology to our advantage when building environments for both pedestrians and vehicles. Piloting bump outs at key intersections is precisely the way to do just that.

Enhancing Walkability and Livability

Walkability is a cornerstone of a thriving downtown. Streets designed for pedestrians not only improve public health and reduce traffic congestion but also stimulate local economies.

A more walkable downtown attracts more foot traffic, supporting businesses and creating a vibrant social hub for residents and visitors alike. Joe Batcheller explains that Walkability is less about a pro-car vs. pro-pedestrian debate, and more about figuring out how everyone can win.

The International Downtown Association has many success stories of implementing “complete street” initiatives via their membership base. One example is the Coxe Avenue Complete Street Demonstration Project. IDA states: “The goal was to design a safer and more enjoyable walking and cycling environment, with temporary and inexpensive materials, while empowering the community to play an active role in transforming their streetscape.”

Reconnecting Communities

The LABS initiative is more than just infrastructure improvement; it’s about reconnecting communities. By making downtown Sioux Falls more accessible and enjoyable, we aim to bring people together in meaningful ways. Whether through safer streets, enhanced public spaces, or increased community engagement, LABS strives to create a downtown that fosters a sense of pride and belonging for all.

During the July Walkability Forum hosted by DTSF, Inc. panelists discussed the importance of considering the various stakeholders early on in the process of designing the streetscape of downtown Sioux Falls. Building a downtown for everyone will take all of us.

Furthermore, it is critical for people outside of DTSF and the City of Sioux Falls to participate in advocacy around walkability, “complete streets”, and other initiatives to strengthen the core of our city. As many others have said, a thriving downtown results in a thriving city.

Electric Pulp relocates downtown, launches new DTSF website

Partners at local agency Electric Pulp (EP) were planning to relocate back to downtown Sioux Falls well before an RFP from Downtown Sioux Falls, Inc. (DTSF) came across their inbox, leading to the relaunch of the all new dtsf.com.

“There’s so much energy in downtown Sioux Falls right now, and it’s been fun to work with DTSF to stay on top of that swell,” says Electric Pulp CEO Aaron Mentele. “The team had an ambitious plan to amplify their tools for both members and visitors alike, and it really came together. We love working with teams that care so deeply about their work and audience!”

EP moved to their new office space in the Washington Square building at 12th Street and Main Avenue in March of this year. 16 years ago, the young agency launched the original dtsf.com from their downtown office at 8th & Railroad Center. Read EP’s full Case Study here.

In addition to ongoing web and technical support, Electric Pulp will remain actively involved in the DTSF organization through their business membership. EP recently welcomed the downtown business community by hosting membership meeting and website workshop in their new space.
